Alpha Arbutin is permitted up to 2% in facial creams.<\/p><p>You can no longer brute-force skin brightening with 4% Kojic Acid. The law prohibits it. You must rely on the precise, calculated synergy of 2% Alpha Arbutin and 1% Kojic Acid.
